The next columns give the numbers of each sex above and under 20 years of age, for the sake of comparison with a Return of the number of males of 20 and upwards, which appeared in the Abstract for 1831. As the Returns of ages are given for all the Hundreds, for the principal towns, for England, Wales, and Scotland, separately, and for Great Britain generally, in greater detail in the Age Abstract, it will be unnecessary to make more than one remark upon these columns. They do not entirely agree with the results of the inquiry made in 1831, which show that the division of the male population into two equal parts occurred then at 20 years of age; a fact, however, which may have resulted from the positive way in which this proposition was presented to the overseers in 1831, viz
.,—That "If the number of males upwards of 20 years old should differ materially from one-half of the total number of males, some error has probably been committed, and the answer to this question should be examined, and corrected, if necessary." We subjoin a statement as to the actual results of the inquiries made in the several periods of 1821, 1831, and 1841: it will be seen that in 1821 the number of males under
20 years of age
rather exceeded the number of those above 20. In 1831 the difference was to a small extent in favour of those above 20
, while within the last 10 years a considerable advance has been made in the amount by which those above
exceed those under 20 years. In 1821, the number enumerated was,— In 1831 (at which period the inquiry was confined to the mere number of males upwards of 20 years of age), the number enumerated was,— In 1841, the number enumerated was,— But it must here be stated, that while the Returns of 1821 and 1831 exclude registered seamen on shore, the Return of 1841 includes them; these amount to a considerable number, of whom by far the greatest part may be assumed to be above 20 years of age, which will considerably reduce the above difference. Supposing the Returns to have been correct in 1831 and in 1821, it is a question for consideration to what is to be ascribed the much greater proportion at present existing above 20, than on either of the former occasions. But these results favour the opinion that the value of life of the adult population has increased; though it is also known that the tendency amongst the poorer population to contract early marriages has greatly diminished; a fact which, with other causes, would tend to prove that the increased value of life was not so great as the figures would apparently indicate. In confirmation of what has already been advanced, viz., that any rapid increase of the population in any particular place is caused by immigration principally, and not by any great disproportion in the number of the births to the deaths, it will be found that in almost every county or place in which the percentage of increase is much above the average, the percentage of those born in the county will be found to be below the average. The average for all England of those born in the county in which they are enumerated is 80.7 per cent.; the average increase of population, as has been already mentioned, is 14.5 per cent. By reference to the subjoined Abstract which we have caused to be prepared, it will be seen that in Durham, Lancashire, Monmouth, Chester, Middlesex, Surrey, Warwick, Stafford, York (West Riding); that is to say, in all the counties which much exceed the average increase of population for England (with the exception of the two last), the number of those born within the county is below the average of England. Of the West Riding of Yorkshire, indeed, it may be remarked, that while the great increase in the population applies only to that Riding, the answers as to the birth-place would include as born within the county those born in the other Ridings from which the immigration would be most likely to take place, so that this can hardly be said to form an exception to the rule laid down. Of the 15 counties that are most below the average rate of increase in population—namely, less than 10 per cent.—there is only one that is not also much above the average in the number born within the county. It will be seen, that of natives of Ireland there are nearly 300,000 in England and Wales alone, or a proportion of nearly 2 per cent. of the whole population; while, in Scotland, they amount to 126,000, and are in a proportion of nearly 5 per cent. of the population: in the latter country they rise in four counties to upwards of a tenth of the whole number enumerated. In no counties of England, except the border counties of Northumberland and Cumberland, do the Scotch appear, from these Returns, to form a large proportion of the population, and even in these two counties they do not rise above 4 per cent. on the total numbers enumerated, while of the whole English population they barely form a thousandth part.
